Gracelin Baskaran is a nonresident fellow at the Brookings Institution and a consultant in the World Bank’s Macroeconomics, Trade and Investment (MTI) & Finance, Competitiveness and Innovation (FCI) Global Practices. She was also a Senior Research Fellow at the Development Policy Research Unit in the School of Economics at the University of Cape Town.

She was a Fulbright Scholar and holds an MPhil and PhD in Development Economics from the University of Cambridge. Her main professional and academic interests include macro fiscal stability, risk financing, international trade, climate change, natural resources and political economy.
