From uneducating to educating South Africa: Some thoughts on new policy imperatives in education

Policy Paper (Interest) 08

This paper examines the policy implications or earlier empirical results found to hold for the South African schooling system. Particular emphasis is placed on the importance of developing appropriate incentive mechanisms for teachers. Central to these incentive mechanisms is the suggestion that teachers’ rewards be adjusted to reflect the quantity of the output they produce; the need for more standardized testing and a well-qualified inspectorate to monitor the output of teachers.
