Désiré is the Director of the Development Research Department at the African Development Bank. More recently, he developed a methodology, and put together a team, to assess ex-ante the development outcomes of all private sector operations in which the Bank has been approached to participate, and the additionality of the Bank, as well as other Development Finance Institutions, in these transactions. Before joining the African Development Bank, Désiré was a Professor of Economics at HEC Montréal, Université de Montréal. Désiré holds a Ph.D. in Economics (Queen’s University, Canada).
