Industrial Policy in South Africa: Learning from our own experience and the international evidence

Industrial policy is once again at the centre of global economic debate. Around the world, governments are deploying new strategies, from industrial incentives and localisation measures to infrastructure investments and sector masterplans, to secure competitiveness in an era shaped by geopolitical shifts, climate imperatives, and rapid technological change.

South Africa is no exception. Since 1994, a wide range of industrial policy instruments have been implemented, with varying levels of success. Today, questions remain: How coherent is the framework? Which instruments are most effective? Where are the gaps? And how can policy better support inclusive, sustainable, and resilient industrialisation?

To interrogate these questions, our International Economic Partnership (IEP) Programme is hosting a public webinar series in September and October 2025. Each session will bring together leading policymakers, researchers, industry experts, and practitioners to:

  • Assess South Africa’s industrial policy performance
  • Draw insights from international experiences
  • Identify opportunities for reform and innovation
  • Contribute to the broader goals of structural transformation, inclusive growth, and sustainable development
