Executive Director

After finishing his Masters Degree in Economics at the University of Pretoria in 2012, Fouche started his research consulting career at a private-sector economic consulting firm.  In 2019, Fouche took over leadership of the public economics unit.  In this position, he led a team of in-house economists, external consultants and academics in conceptualising and executing a wide array of public policy, macroeconomic and labour market research studies.  Fouche has managed numerous public policy-related economic research projects in South Africa and other African countries, often collaborating with other consulting companies, independent experts and universities.  He has a strong understanding of economic research techniques and has applied these methods across multiple policy questions and sectors.   Specific research projects include Cost-Benefit and Fiscal Space Analyses for multilateral donor organisations; developing fiscal planning and costing tools for provincial and national departments in South Africa’s education, health, and social welfare sectors; and labour market studies for skills planning purposes.

Across all his work, Fouche has a deep interest in collecting, analysing and disseminating the evidence needed to design good public policies, ensuring the optimal allocation of government resources to yield the greatest economic and social dividends.  He holds a Master’s in Economics from the University of Pretoria, a post-graduate diploma in Public Health and a certificate in International Political Economy of Development from Fordham University (New York).
